FINRA suspended and fined $5,000 Rockney Francisco Garcia (CRD #6315252) from Miami, Florida for engaging in a check-kiting scheme while employed as a relationship banker at a bank and registered with a member firm. Additionally, Garcia used the temporarily inflated balance of his account at the bank to make cash withdrawals and to pay personal expenses. The suspension is in effect from November 18, 2019, through February 17, 2020.
