FINRA barred Joseph Viet Duy Phan (CRD #2555300) from Fountain Valley, California for failing to appear and provide on-the-record testimony requested by FINRA in connection with its investigation into allegations that he borrowed money from clients of his member firm without firm approval, and attempted to deposit a client’s check into his personal bank account.
